I think the main issue with changing the govt lock-in is that Obama (or any president) isn't as in charge as folks think. Quote from Time mag shows one issue: Dept or Homeland Security has 22 Agencies that report to 88 different Congressional Oversight Committees.

The US govt is run by a committee of 535 self-serving/voter-serving electors who hide behind the fiction that the president can actually do something on his own.

(And note that I've only presented the most easily-identified issue. Unless you think the correct action is always the most popular one, then running a country based on democracy has its own problems independent of lock-in or phoenix issues).
