A bit of vocabulary might help this discussion. In our consulting we draw a distinction between goals and targets. I'd use the latter term for this discussion, and depending on where a company and product line is in its life cycle I'd agree ... often, setting targets is a bad idea.

Goals are a different matter. We use "Goal" to refer to business changes or outcomes of any kind, including but not limited to disruptions. Goals are expressed qualitatively (example: "Make our products more desirable to customers.")

It's often desirable to then establish metrics based on the Goal ... not necessarily for the purpose of establishing targets, but for the purpose of determining whether or not the company is making progress.
